I really like the emoticons, esspesialy the Toastpaint ect. ones, 'cause I never got that dynamic emoticon thing to work.

Considering the fact that I'll have just as many new emoticons as old ones to potentially add, wouldn't it really not make much of a difference in time? I mean, sure it's unnecessary, but it binds everything together in one main style. One thing that I can't stand about a lot of message boards out there is that they use a combination of so many emoticon styles that nothing looks fluid when you use them.

On a forum I used to go on. They introduced upload points for smilies. Pretty soon it was full up with anime characters and irrelevant pics. So, from past experience I think this is a bad idea and may encourage people to spam the forum with messages full of smilies.
